Each piece is one strap. The package photos show 3 straps per tire (3 pcs = 1 tire, 6 pcs = 2 tires, 12 pcs = 4 tires) and 4 per tire for the 8 pcs set. The sets also include an installation tool, 1 pair of gloves and a storage bag, as shown in the photos.
